Agitation is defined as the involvement or incitement to harmful or destructive behaviour of others in the context of a gathering of people who disturb the peace. Riots include, among other things, conduct such as the use or threat of violence against others, the damage or destruction of property, the obstruction or alteration of a fire or other rescue services, or the denial of order by authorized personnel. 10.
